Quick answer
- The management pack is the freeholder's or managing agent's information about the building: service charge accounts, ground rent, insurance, planned works and any building safety certificates.
- The freeholder or managing agent supplies it and sets its own charge. We do not control that price, and it is separate from our fee.
- It can take several weeks to arrive, so ask for it as soon as you decide to sell.
- Our fees on a £350,000 leasehold sale with a mortgage to repay is £885 + VAT (£1,062 including VAT), plus disbursements.
- A leasehold sale typically takes 10 to 12 weeks from instruction to completion, depending on the chain, the searches, the buyer's lender and how quickly the pack arrives.
When you sell a leasehold flat, the buyer's solicitor will ask for a management pack. It is the freeholder's or managing agent's set of information about the building and your flat, and without it the sale cannot move past the early stages. You order it, usually through your managing agent, and pay the agent's charge for it.

What is in a management pack
The contents vary between buildings, but a pack usually includes:
- Service charge accounts for the last few years and the current year's budget.
- The service charge and ground rent position for your flat, including whether anything is overdue.
- The reserve fund, the money set aside for large repairs.
- Planned or recent major works and any bills that are on the way.
- Buildings insurance details, such as the policy and the cover.
- Building safety paperwork, for taller buildings in England. Our guide to the leaseholder deed of certificate explains what that covers.
- The answers to the Leasehold Property Enquiries form (LPE1), which the managing agent completes. Many packs are built around it.
You also complete the seller's leasehold information form (TA7) yourself. It asks about service charge, disputes with neighbours or the freeholder, and notices you have received. It goes to us with the property information form (TA6).
Who supplies the pack and who sets the price
The freeholder or the managing agent supplies it, and they set their own charge. We do not control that price. The charge differs from building to building, and some leases also allow a separate fee when a flat is sold or when the buyer's purchase is registered with the landlord. Ask the agent for the figure. Our fee is shown separately from the pack charge and those landlord fees.
Order it early
Ask the managing agent early how long the pack takes and what it costs, so it is not the hold-up once you have a buyer. It can take several weeks to arrive, and it is one of the main reasons a leasehold sale takes longer than a freehold one. A buyer's solicitor cannot finish the early checks without it, and the buyer's solicitor cannot report to the lender until the answers are in.
If the pack shows arrears, a dispute or major works that are not yet billed, we will tell you, so you can decide what to do before it reaches the buyer. Unpaid service charge or ground rent is usually cleared on completion, out of the sale price.
What it costs with us
On a £350,000 leasehold flat in England, sold with a mortgage to repay, our fees are £885 + VAT, so £1,062 including VAT. That is made up of Legal Fees (£495), File Opening Fee (Non-refundable) (£100), Telegraphic Transfer Fee (Per Transfer) (£40, for one transfer), Mortgage Redemption Fee (£100) and Dealing with Leasehold (£150). Typical disbursements for one seller are £55 (identity check, official copies including the leasehold copies, and the portal fees); other disbursements may arise.
If the flat is in a building in England of five or more storeys (or over 11 metres), Dealing with Building Safety Act (£500 + VAT) is added. Not included: the management pack charge, the landlord's fees, estate agent fees and an Energy Performance Certificate.

How long a leasehold sale takes
A leasehold sale typically takes 10 to 12 weeks from instruction to completion. With our fast-track service it typically takes 8 to 10 weeks, for £500 + VAT paid on completion. If we miss the fast-track timescale, you do not pay the fast-track fee, unless the delay is outside our control (for example caused by the other side, the lender or the chain). Timescales depend on the chain, the searches, the buyer's lender and how quickly the managing agent sends the pack.
If the sale falls through
You pay the File Opening Fee (Non-refundable) and any disbursements we have already paid out on your behalf. The rest is refunded, or carried over to your next property when you find one.
Questions people ask
What is a management pack?
It is the information about the building that the freeholder or managing agent gives a seller, covering the service charge, ground rent, insurance, planned works and building safety paperwork.
Who pays for the management pack?
The seller orders it and pays the freeholder's or managing agent's charge. That charge is not part of our fee.
How long does a management pack take?
It typically takes several weeks, and the time depends on the managing agent. Ask the managing agent early.
Can I sell a leasehold flat without a management pack?
In practice no. The buyer's solicitor needs the answers to their enquiries, and the buyer's lender will want them too.
