Following the Immigration White Paper issued in May 2025 the government proposed several changes to tighten control over UK immigration. These are potentially becoming law with a consultation planned in February 2026. Finally, the government discusses and finalises the new rules. If passed, the changes shift the UK immigration system to a contribution based model. This allows higher earners faster routes and demands stricter requirements to qualify.

Routes To Indefinite Leave To Remain
Migrants with indefinite leave to remain live, work and study in the UK without restriction. It is a pre-requisite to obtaining the golden ticket of British Citizenship. You are given access to public services such as healthcare, housing and benefits. However, the proposed changes give this right a strong shake-up. Furthermore, migrants are affected by the potential new rules. The government proposes making the options for routes to indefinite leave to remain as follows;
3 Year Route
This will be available for those who;
- Earn over £125,140 per annum.
- Are on the global talent route.
- Have an Innovator Founder Visa
5 Year Route
This will be available for those who;
- Earn more than £50,270 per annum.
- Public sector workers such as doctors, nurses and teachers. It must be noted that those with a history of volunteering may be able to shorten their route to 5 years.
10 Year Route
- This will be available for those in graduate jobs.
- They must meet the required English standard and pay national insurance.
15 Year Route
This will be available for those;
- In non-graduate jobs.
Care-workers. - Care-worker dependents who arrived between 2022-2024.
- Skilled-worker visas who came to the UK before 2024.
- In mid skilled roles or junior roles.
20 Year Route
- This will be available for migrants receiving state benefits.
30 Year Route
The 30- year route is available for those who have;
- Overstayed their visas
- Those with no legal right to be in the UK.
Will These Rules Be Retrospective?
The government left open whether the immigration changes will be retrospective. This is an area of confusion. Currently it is expected the those who arrived in the UK before 2021 are affected by the new rules. Many applied under old rules that could change. What Are The New Rules On Spouse Visas?

What About Dependent Visas?
Dependents in the UK under main visa applicant visas will not automatically obtain ILR, having to apply on their own merits and contributions.
